Foreign Military Sales
Foreign Military Sales is a government-to-government security-assistance program through which eligible countries and international organizations obtain U.S. defense articles, services, and training. The State Department approves programs and the Defense Department executes them.
How to read this section
- An FMS case is documented through a Letter of Offer and Acceptance with a foreign government or international organization.
- Purchases can be supplied from U.S. stocks or through DoD contracts.
- FMS case values, congressional notifications, and USAspending obligations are not interchangeable measures.
