Protecting Investors' Personally Identifiable Information Act This bill limits certain disclosures of personally identifiable information belonging to a participant in the securities market for purposes of tracking market activity. Specifically, the bill prohibits the Securities and Exchange Commission (SEC) from requiring a national securities exchange, a national securities association, or a member of such an exchange or association to provide such information to satisfy the reporting requirements of the Consolidated Audit Trail (data used by regulators to track market activity).

Artificial Intelligence Practices, Logistics, Actions, and Necessities Act or the AI PLAN Act This bill requires the Department of the Treasury, the Department of Homeland Security (DHS), and the Department of Commerce to submit a report on the risks posed by the use of artificial intelligence in the commission of financial crimes by adversarial actors. The report must describe interagency, intergovernmental, and public-private partnership activities, policies, and procedures to defend U. S. interests against the national and economic security risks posed by the use of artificial intelligence in the commission of financial crimes; provide a list of readily available resources that can be immediately deployed by federal agencies to combat these risks, and provide a list of resources needed by federal agencies to combat these risks.

REAL AMERICA Act

Reward Each American’s Labor And Make Every Rich Individual Contribute Again Act or the REAL AMERICA Act This bill establishes new federal tax deductions for cash tips and qualified overtime compensation, excludes Social Security and Tier I railroad retirement benefits from gross income for federal tax purposes, and modifies the taxation of carried interest. The bill allows individuals with a modified adjusted gross income (MAGI) of $450,000 or less ($900,000 or less for joint filers) to claim a federal tax deduction for (1) cash tips, and (2) qualified overtime compensation. The bill excludes all Social Security and Tier I railroad retirement benefits from gross income. (Currently, a portion of such benefits is included in gross income, depending on the beneficiary’s MAGI.

Grown in America Act of 2025 This bill establishes a new tax credit (as part of the general business tax credit) for domestically produced agriculture. Specifically, the bill allows a tax credit for the lesser of (1) 25% of domestically produced agricultural commodity expenses multiplied by the ratio of such expenses to total agricultural commodity expenses (excluding expenses for agricultural commodities that cannot feasibly be produced domestically), or (1) $100 million. (Conditions apply). To qualify for the tax credit, a business’s average expenses (over three years) for domestically produced agricultural commodities must exceed a certain percentage of total agricultural commodity expenses (excluding expenses for agricultural commodities that cannot feasibly be produced domestically).

Fair Access to Banking Act This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties. Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution.
