Protecting Domestic Mining Act of 2025

Protecting Domestic Mining Act of 2025 This bill provides statutory authority for federal agencies to expedite the environmental review of certain mining infrastructure projects. Specifically, the bill permanently makes certain mining infrastructure projects eligible for expedited environmental review under the Fixing America's Surface Transportation Act (FAST Act). This provides statutory authority for similar authorities that were included in the rule titled Adding Mining as a Sector of Projects Eligible for Coverage Under Title 41 of the Fixing America's Surface Transportation Act and issued by the Federal Permitting Improvement Steering Council (Permitting Council) on January 8, 2021. The bill also prohibits the Permitting Council from finalizing its proposed rule titled Revising Scope of the Mining Sector of Projects That Are Eligible for Coverage Under Title 41 of the Fixing America’s Surface Transportation Act and issued on September 22, 2023.

National Oceanic and Atmospheric Administration Sexual Harassment and Assault Prevention Improvements Act of 2025 This bill expands requirements for addressing sexual harassment and sexual assault involving personnel of the National Oceanic and Atmospheric Administration (NOAA). The bill specifies that NOAA's sexual harassment prevention and response policy applies to personnel such as observers, at-sea monitors, and voting members and staff of regional fishery management councils. The bill removes the requirement that certain acts, such as assault, intimidation, and sexual harassment of an observer or a data collector, be forcible in nature to be unlawful. The bill also requires NOAA's Office of Marine and Aviation Operations to establish a policy for reporting to the Coast Guard the names of NOAA personnel involved in a sexual harassment or sexual assault claim.

Historic Roadways Protection Act This bill prohibits the Bureau for Land Management (BLM) from closing historical roads on public lands in certain areas of Utah until the Federal District Court for Utah makes a decision on each of the R. S. 2477 cases, which are cases brought by Utah and counties to keep historical roads on BLM land in Utah open for public use. Lake Winnibigoshish Land Exchange Act of 2025

Lake Winnibigoshish Land Exchange Act of 2025 This bill directs the Forest Service to exchange specified land along the shoreline of Lake Winnibigoshish (commonly known as Lake Winnie) in the Chippewa National Forest in Minnesota for specified land owned by Big Winnie Land and Timber, LLC (BWLT), if BWLT offers to make the exchange. The land acquired by the Forest Service must be added to and managed as part of Chippewa National Forest. The bill outlines requirements and conditions for the exchange. For example, the Forest Service must reserve an easement for road access to certain land in the forest.

Amtrak Transparency and Accountability for Passengers and Taxpayers Act This bill directs Amtrak to comply with federal open meeting requirements under the Government in the Sunshine Act, with exceptions. Under the bill, certain open meeting requirements do not apply to any portion or portions of a meeting that Amtrak properly determines are likely to involve contract negotiations, including negotiations for contract procurements and agreements, the disclosure of which would imperil or compromise Amtrak’s competitive position; collective bargaining agreements or any terms and conditions that are proposed for inclusion in an agreement; and matters involving the employment, appointment, termination, terms and conditions of employment, performance evaluation, promotion, or disciplining of a current or prospective Amtrak officer, employee, or contractor (unless all affected individuals request in writing that the matter or matters be discussed at a public meeting).

REAL AMERICA Act

Reward Each American’s Labor And Make Every Rich Individual Contribute Again Act or the REAL AMERICA Act This bill establishes new federal tax deductions for cash tips and qualified overtime compensation, excludes Social Security and Tier I railroad retirement benefits from gross income for federal tax purposes, and modifies the taxation of carried interest. The bill allows individuals with a modified adjusted gross income (MAGI) of $450,000 or less ($900,000 or less for joint filers) to claim a federal tax deduction for (1) cash tips, and (2) qualified overtime compensation. The bill excludes all Social Security and Tier I railroad retirement benefits from gross income. (Currently, a portion of such benefits is included in gross income, depending on the beneficiary’s MAGI.

Rural Veterans Transportation to Care Act

Rural Veterans Transportation to Care Act This bill expands and makes permanent the Department of Veterans Affairs (VA) grant program that provides transportation options to veterans for medical purposes. First, the bill expands the program to cover transportation for veterans in rural areas, in addition to veterans in highly rural areas (who are already eligible under the program). The bill also authorizes the VA to award such grants to county veterans service organizations and tribal organizations to assist veterans with transportation for medical care. Further, the bill increases the maximum grant amount to $60,000.

Social Security Expansion Act

Social Security Expansion Act This bill increases Social Security benefits, expands Social Security payroll taxes, and makes other changes to the Social Security program. Specifically, the bill changes the way Social Security benefits are calculated by increasing the primary insurance amount applicable to average monthly earnings that fall below a specified amount, and increasing bend points for individuals who become eligible for Social Security after 2025. (Bend points are dollar amounts at which earnings are segmented for the purpose of calculating an individual’s primary insurance amount. The share of an individual’s earnings that are replaced by Social Security decreases at each escalating bend point.
