Sponsor · Modernizing Access to our Public Waters Act or the MAPWaters Act of 2025 or the MAPWaters Act of 2025 This bill directs the Forest Service and the Department of the Interior to standardize and publish data relating to the public's access to federal waterways for recreational use. Specifically, the Forest Service and Interior must jointly develop and adopt interagency standards for data collection and dissemination of geospatial data relating to public outdoor recreational access of federal waterways and federal fishing restrictions. The standards must ensure compatibility and interoperability among applicable federal databases with respect to collection and dissemination of such data. Within five years, the Forest Service and Interior must also digitize and make publicly available online certain geographic information system data about (1) federal waterway restrictions, (2) federal waterway access and navigation information, and (3) federal fishing restrictions.

Cosponsor · US-Kazakhstan Trade Modernization Act This bill addresses trade between the United States and Kazakhstan. Specifically, the bill authorizes the President to determine that Section 402 of the Trade Act of 1974 (commonly known as the Jackson-Vanik amendment) does not apply to Kazakhstan. The Jackson-Vanik amendment denies normal trade relations (NTR) status to some current and former nonmarket economy countries unless they comply with certain freedom-of-emigration requirements. Under a provision of this amendment, the President may extend NTR status to a country affected by the amendment by waiving the freedom-of-emigration requirements or determining that the country is not in violation of those requirements, subject to an annual review.

Cosponsor · Blind Americans Return to Work Act of 2025 This bill requires the Social Security Administration to carry out a demonstration project during which blind Social Security Disability Insurance (SSDI) beneficiaries receive reduced benefits commensurate with income above certain thresholds. Under current law, only individuals who earn under a specified monthly income, known as the substantial gainful activity (SGA) threshold, are considered disabled and thereby eligible for SSDI benefits. For blind workers, this limit is $2,700 per month in 2025. SSDI beneficiaries may earn beyond the SGA threshold for a limited period of time, known as the trial work period , before their benefits are suspended and ultimately terminate.

The act requires existing companies and newly created companies to report beneficial ownership information to the Department of the Treasury’s Financial Crimes Enforcement Network for purposes of addressing the financing of terrorism and money laundering.

Cosponsor · Freedom of Association in Higher Education Act of 2025 This bill establishes freedom of association protections for college students in single-sex social organizations. Specifically, the bill gives students (or groups of students) enrolled at institutions of higher education (IHEs) the right to form or join social organizations, including single-sex social organizations. Additionally, the bill prohibits IHEs that participate in federal student aid programs from taking adverse actions against single-sex social organizations or students who are members or prospective members of such organizations based solely on the practice of limiting membership to only individuals of one sex; taking actions that require or coerce members or prospective members of such organizations to waive protections provided under the bill, including as a condition of enrolling in the IHE; or imposing a recruitment restriction on a single-sex social organization that is not imposed upon other student organizations, unless the organization and IHE have entered into a written agreement allowing the restriction.

Cosponsor · Chiropractic Medicare Coverage Modernization Act of 2025 This bill expands Medicare coverage of chiropractic services to include all services provided by chiropractors, rather than only subluxation corrections through manual manipulation of the spine.

Cosponsor · Patient Matching And Transparency in Certified Health IT Act of 2025 or the MATCH IT Act of 2025 This bill requires the Department of Health and Human Services (HHS) to establish a definition and standards for patient matching (i. e. , the process of accurately matching patients with their medical records, including when records are exchanged between health care providers). It also requires the development of (1) a minimum data set for technology standards to increase patient matching, and (2) incentives for patient matching under Medicare.

Cosponsor · This measure increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit. Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025.

Cosponsor · Firearm Industry Non-Discrimination Act or the FIND Act This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products. Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract. The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations. The bill makes such prohibition inapplicable to a contract for the procurement of goods or services that is a sole-source contract.

The bill also allows nurses and physician assistants to establish and review the plan of care for home infusion therapy, and it specifies that payment may be made regardless of whether a practitioner is physically present in the home at the time the drug is administered.

Cosponsor · Maintaining Investments in New Innovation Act This bill requires drug products with genetically targeted technology to have had market approval for at least 11 years in order to qualify for the Medicare Drug Price Negotiation Program. (The program requires the Centers for Medicare & Medicaid Services to negotiate the prices of certain prescription drugs under Medicare beginning in 2026. Among other requirements, drugs must have had market approval for at least 7 years (for drug products) or 11 years (for biologics) to qualify for negotiation. )

Cosponsor · Protecting Domestic Mining Act of 2025 This bill provides statutory authority for federal agencies to expedite the environmental review of certain mining infrastructure projects. Specifically, the bill permanently makes certain mining infrastructure projects eligible for expedited environmental review under the Fixing America's Surface Transportation Act (FAST Act). This provides statutory authority for similar authorities that were included in the rule titled Adding Mining as a Sector of Projects Eligible for Coverage Under Title 41 of the Fixing America's Surface Transportation Act and issued by the Federal Permitting Improvement Steering Council (Permitting Council) on January 8, 2021. The bill also prohibits the Permitting Council from finalizing its proposed rule titled Revising Scope of the Mining Sector of Projects That Are Eligible for Coverage Under Title 41 of the Fixing America’s Surface Transportation Act and issued on September 22, 2023.

Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer.

Cosponsor · Federal Firearms Licensee Protection Act of 2025 This bill modifies criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill does the following: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

Cosponsor · Fair Access to Banking Act This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties. Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution. This justification may not be based upon reputational risks to the institution.
